African Delegates Express Frustration Over Lack of Progress at COP29 Talks

African delegates at COP29, the world’s largest climate conference held in Baku, Azerbaijan, have voiced deep frustration over the lack of meaningful progress in critical negotiations, with only three days remaining in the talks.

In a joint briefing on November 19, 2024, representatives from civil society organizations, women’s groups, youth, indigenous communities, religious organizations, parliamentarians, and farmers emphasized their disappointment. They cited the apparent lack of ambition and commitment from developed nations – the primary contributors to global pollution – leaving African and other developing nations feeling overlooked.

One of the key points of contention is the stalled discussion around the New Collective Quantified Goal (NCQG) on climate finance, which aims to replace the $100 billion annual pledge expiring in 2025. African delegates and other representatives from the Global South stressed that the financial needs for climate adaptation and mitigation far exceed previous commitments.

“Current estimates suggest that annual financial needs could exceed $1.3 trillion by 2030, with proposals from the Global South, such as Pakistan, calling for a minimum of $2 trillion annually,” said Ms. Shampi Anna, who delivered an official statement on behalf of the delegates. “Yet consensus on the structure and timeline of the NCQG remains elusive.”

The impasse highlights the urgent need for developed nations to demonstrate greater leadership and responsibility in addressing the climate crisis, which disproportionately affects vulnerable regions like Sub-Saharan Africa. African delegates reaffirmed their commitment to advocating for equitable climate solutions that ensure sufficient financial and technical support for developing nations.
